Method
- Make the pani: blend mint, cilantro, green chilies and ginger with 200ml water into a smooth bright-green paste. Strain through a fine sieve into a large jug, pressing all liquid out — the pulp gets discarded.
- Whisk into the strained green liquid: tamarind paste, jaggery, black salt, roasted cumin, amchur, and the remaining 1L of ice-cold water. Taste — it should be aggressively sharp, sour, mildly spicy and slightly sweet; chill at least 30 minutes.
- Make the filling: combine mashed potato, sprouted moong, chaat masala, Kashmiri chili and salt. Mash gently — the texture should be coarse, not smooth.
- Crack a small hole in the top of each puri shell using a fingertip or the back of a spoon. The hole should be about 1cm across — big enough to spoon filling in but not so big it shatters.
- Working at the table just before eating: each diner takes a puri, spoons in a teaspoon of potato-moong filling, dips the whole shell into the chilled pani so it fills with the sharp green water, sprinkles a few boondi on top, and pops the whole thing in the mouth.
- Eat immediately — the puri shell goes soggy within 30 seconds. The first bite explodes with cold sour pani, then the warm spiced potato, then the crunch. Allow yourself at least 8 per person; pani puri is a quantity dish.

Pani Puri is best made and eaten the same day, but the components can be prepped earlier — chop and measure the ingredients up to a day ahead, refrigerated separately. Final cooking takes about 15 minutes.
How spicy is Pani Puri?
As written this recipe is medium-to-hot — typical of authentic India cooking. To temper the heat, halve the chili or remove the seeds; to push it further, add more bird's-eye chili at the finishing stage. The spice can be adjusted at any point during cooking.
