Method

  1. Heat oil in a heavy pot over medium-high. Add pork belly cubes and stir-fry 6 minutes until the fat renders and the cubes brown at the edges.
  2. Push the pork to one side. Add onion, garlic and ginger to the rendered fat. Stir-fry 4 minutes until the onion is translucent and the garlic golden.
  3. Stir in shrimp paste; cook 60 seconds — the kitchen will smell briefly aggressive, then mellow. This bloom step is essential.
  4. Pour in the thin coconut milk (or water). Bring to a simmer; reduce heat and cook 15 minutes, partially covered, until the pork is approaching tender.
  5. Add the long green chilies and bird's eye chilies. Pour in the thick coconut milk. Add fish sauce, sugar and black pepper. Simmer uncovered 8–10 minutes; the sauce should thicken and the oil start to separate at the surface. Don't boil hard — splits the coconut.
  6. Taste — the dish should land hot, salty-savoury from the bagoong, with the coconut richness mellowing the chili. Serve over hot white rice. Bicol Express improves overnight; reheat gently.

Bicol Express is best made and eaten the same day, but the components can be prepped earlier — chop and measure the ingredients up to a day ahead, refrigerated separately. Final cooking takes about 35 minutes.

Cultural Note

Bicol Express is named for the train that ran from Manila to Bicol ? the dish was supposedly invented in 1970s Manila but Bicolanos object that the original is just gulay na natong (taro leaves in coconut, with chili). The Manila version migrated back to Bicol and became part of regional canon. The dose of chili is unapologetic; Bicol is the spice-loving region of the Philippines, with the saying that a Bicolano isn't full unless their forehead sweats. Shrimp paste here is bagoong alamang.
