Method

  1. Blend the soaked dried chilies, fresh chilies, shallots, garlic, galangal, turmeric, lemongrass, candlenuts and belacan to a fine paste.
  2. Pulse-grind the fish in a food processor until it forms a coarse paste — not smooth. The texture is part of the dish.
  3. Combine fish paste, spice paste, coconut milk, kaffir lime chiffonade, rice flour, eggs, salt and sugar. Mix in one direction with a spoon for 90 seconds until uniformly blended and slightly elastic.
  4. Soften banana leaves by passing each piece over a flame until pliable and glossy. Place a banana leaf flat. Spoon 2 tbsp of fish mixture along the centre. Fold the long sides over to enclose the filling. Secure both ends with toothpicks.
  5. Repeat for all the otak-otak. You should have 16–20 parcels.
  6. Cook by either: grilling over charcoal for 5 minutes per side until the leaves char and the fish is set; or steaming in a bamboo basket for 12 minutes; or baking at 220°C for 12 minutes. Serve warm in their parcels — diners unwrap at the table.

Common questions

Can Otak Otak be made ahead?
Otak Otak is best made and eaten the same day, but the components can be prepped earlier — chop and measure the ingredients up to a day ahead, refrigerated separately. Final cooking takes about 20 minutes.
Is Otak Otak spicy?
Otak Otak as written is mild to mildly warming — the heat comes from aromatics rather than chili. Add fresh sliced chili or chili oil at the end if you'd like to push it spicier.
Is Otak Otak vegetarian or gluten-free?

Cultural Note

Otak-otak — literally 'brain-brain' for the texture — is the snack and side dish of southern Malaysia, especially Muar in Johor. The Malay-Singapore version (charcoal-grilled, banana leaf, larger) differs from the Nyonya-Malacca version (smaller, sometimes pandan-wrapped, slightly sweeter). Indonesia has an otak-otak too but it's white-fleshed and less spicy. The proper Malay version is unmistakable: red-orange interior, charred green leaves, a complex spice profile that lands sweet, savoury, hot and citrus all at once. Sold from carts at the road-side, especially the Muar–Singapore highway.
